Proceeding contribution from David Laws (Liberal Democrat) in the House of Commons on Monday, 14 January 2008. It occurred during Debate on bill on Education and Skills Bill.

Education and Skills Bill

The hon. Gentleman makes an excellent point. I think he is suggesting, like the right hon. Member for Sheffield, Brightside, that we need to look first at the reasons why most young people who leave school at age 16 leave the educational system. That is largely a consequence of the lack of skills that they have acquired up to the age of 16, as well as other multiple disadvantages. They usually leave because of a failure to be able to exploit the existing educational opportunities. We should consider the root of those problems first.
