Education and Skills Bill

I am grateful to the hon. Gentleman for not giving away immediately, because my question now makes more sense. He referred to some of these young people being damaged, and perhaps some of them are, but what struck me, when I talked to a large number of them over the last summer holidays, was how intelligent they were, yet many of them had not been at school for years.
