Regulatory Enforcement and Sanctions Bill [HL]
I have a very short question. I notice that on page 15 the guide that we have been given says that, "““national enforcement priorities will be given statutory force””," and the first priorities will be air quality and so on, in order of priority. My noble friend Lord Colville referred to that earlier. Presumably, they will be given statutory force by general guidance under this clause. Is that right?
