We have had evidence in the Joint Committee on Human Rights that the level of adults with learning difficulties in prison is far higher than it should be. Certainly, for people with mental difficulties, it is a well established fact that there are many more than there should be in prison, which is a much bigger problem. It is a very serious problem, which we should address but probably have not. I do not know whether this is of any help, but it just makes a pessimistic answer to what the noble Earl is looking for.
