Treaty of Lisbon (No. 5)

I am sorry, but I am running out of time and therefore cannot give way to my hon. Friend. Foreign policy goes to the heart of national sovereignty, which common policy does not preclude. However, common policy must be based on substance, not form. The Government, as well as others, have failed that important and relevant test.
