Treaty of Lisbon (No. 6)
The European Scrutiny Committee received a report on EU development last year, in which one of the Secretary of State's predecessors commented:"““one cannot easily determine what goals have been set and what progress has been made in achieving these””." Does the Secretary of State not think that it might have been better had the treaty concentrated on reforming the acknowledged deficiencies in the existing programme, rather than giving more powers and money to the European development programme?
