Proceeding contribution from Rob Marris (Labour) in the House of Commons on Monday, 25 February 2008. It occurred during Debate on treaty on Treaty of Lisbon (No. 6).
Treaty of Lisbon (No. 6)
The hon. Gentleman referred to chapter 3, on humanitarian aid. He will therefore be aware that article 214.5, on page 137 of the consolidated texts, says:"ββThe European Parliament and the Council, acting by means of regulations in accordance with the ordinary legislative procedure, shall determine the rules and procedures for the operation of the Corps.ββ" That framework of rules and procedures could do the very thing that he wants, which is to ensure that ill-informed and unprofessional volunteers do not participate. Indeed, quite the reverse: the treaty could professionalise the work and lead to further help across the world.
