The hon. Lady was talking about the budgets of the four police authorities. Does she agree that one of the real burdens on those budgets were the proposals to amalgamate all four police forces and the great amount of money—wasted money as it turned out—spent on considering that change? The Minister for Security, Counter-Terrorism, Crime and Policing has said that that process should never have gone forward at all.
