Welsh Affairs

A fundamental pressure on the prison system—overcrowding—puts pressure on the education system in the Prison Service. Many prisoners—I met some in Parc prison—despair as they wait unacceptable lengths of time to attend anger management courses. That does not help the process of rehabilitation.
