Just to wrap up the issue, will my hon. Friend confirm that the Liberal Democrats agree that colleagues from England, Wales, Scotland and Northern Ireland should sit down with a blank sheet of paper and renegotiate, in order to produce a fair constitutional and financial settlement for the future that will be supported and credible?
