Water Strategy
There is a real concern that there has been precious little progress on this subject over 10 years of Labour government. As I say, there is an opportunity for substantial change, and that is what I am looking for. There has been some effort at mitigation, as my hon. Friend knows, and I shall talk about that in a moment. Nevertheless, more fundamental change is needed.
