My Lords, the Minister asked me whether I would be pleased at the concession that the Government have made on this matter. Of course I am, and I acknowledge that freely. While not every concern that we expressed has been recognised, the substance has—and for that, I am much in his and the Government’s debt. On Question, amendment agreed to.
