May I take the Secretary of State back to line 553 of new clause 14, which is on page 2057 of the amendment paper and concerns local education authorities requesting information from certain bodies? Line 553 refers to"““the proprietor of…an Academy…a city technology college, or…a city college for the technology of the arts…in the area of the local education authority””." Will my right hon. Friend say what is meant by the term ““the proprietor””?
