Education and Skills Bill

I will happily give way when I have finished this sentence. Early intervention has long been an aspiration in the delivery of services for children and young people, but, in reality, over-stretched budgets make it hard to achieve that in practice. I hope that the Minister will take the opportunity of this intervention to acknowledge those difficulties, to pay tribute to the people who deal with them on a day-to-day basis and to recognise the strength of the evidence that we were given when he and I listened to the people who are dealing with these problems at the sharp end.
