Health and Social Care Bill
I want to explore and get quite clear the relationship between the Civil Contingencies Act and these new regulations. Who starts things off? At what point do the local authorities say that something is too big for them to deal with and that the Secretary of State should take over? At what stage does the Secretary of State say to local authorities that they will have to invoke the Civil Contingencies Act? I do not quite understand the connection between the two and how, in practice, they will be implemented.
