Proceeding contribution from Baroness Finlay of Llandaff (Crossbench) in the House of Lords on Wednesday, 21 May 2008. It occurred during Debate on bill and Committee proceeding on Health and Social Care Bill.
Health and Social Care Bill
I add my support to the principle behind this group of amendments. While I can see that you need to be able to act very quickly with a precautionary approach when somebody’s liberty has been removed, I have a concern that they might languish and almost be forgotten about in the system, particularly if there are a lot of other people involved. If it is just one patient, a review is much more likely; but if several hundred people were being held in quarantine, I can see how some poor person might get missed out in the system if there was no forced review time. That is simply because of the human nature of pressures on staff.
