Perhaps I could suggest to the noble Lord that if there has to be an absolute ban for the reasons so given, the tenure advisory guidance should be between eight and 12. If there has to be an absolute ban, perhaps the Minister would consider whether it could be two re-appointments rather than one—that is to say, an absolute ban on 12 years rather than eight.
