The important point the hon. Gentleman makes underlines the need for an evaluation of the way the scheme is working and a closer look at how the available revenues allocated to local authorities in relation to the scheme are to be disbursed. His point has been raised by a number of local authorities, and our Committee's report talks about the importance of evaluating the scheme and of a re-evaluation of how the money is allocated. The point he makes was one of the ideas that we had when we put that proposal forward.
