Yes, but when I studied this, which I did quite carefully some weeks ago, I came to the conclusion that, although it works in a legal sense, it does not have the desired effect. However, I shall certainly not pursue this matter now. As I suggested, perhaps the noble Lord and I should reconsider this over the Summer Recess and, if necessary, I will come back to it. At the moment, I confess that I am not totally convinced by what the Minister said, but I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
