The import of these clauses is a regulation-making power to ensure that, through the necessary discussion with stakeholders, we can identify for the purposes of the legislation people whom we believe should be in the legislation and people who should be outside it. The clauses stand as they are because they give the power to do that. We then need discussions with stakeholders so that we can work under the clauses to produce the outcome that we believe is appropriate. Again, if it is helpful, we can get officials to run through this in more detail with the noble Lord. Clause 84 negatived.
