It may be my English, but it seems clear that the commission said on 1 May: "““Overall, in the light of what we have said above, we think that the British Government should revisit the question of the despecification””," not specification. It says ““revisit””; I do not know when the Government first visited despecification. I understood that to mean that they should revisit their decision to despecify. If they had not made that decision prior to the report to despecify, then I have it wrong, I think.
