I am grateful to the Minister. I sense that a small chink has opened up to suggest that between now and the Report stage, he might join me in discussing a form of words that provide a more worthy objective in the purposes of the MMO. In the mean time, I beg leave to withdraw the amendment. Amendment 2 withdrawn. Amendments 3 to 5 not moved. Clause 1 agreed.
