Before I speak to my amendments in this group, I should like to thank noble Lords for their kind messages last weekâsometimes direct and sometimes through Hansard. As this is the first time that I have spoken at this stage of the Bill, I should declare a number of interests. I am one of the co-presidents of London Councils.
