Proceeding contribution from Lord Greaves (Liberal Democrat) in the House of Lords on Monday, 26 January 2009. It occurred during Debate on bill and Committee proceeding on Local Democracy, Economic Development and Construction Bill [HL].
Local Democracy, Economic Development and Construction Bill [HL]
Yes, which is why we then go on to the belief that the council that is probably most efficient and effective in collecting information about bodies connected to itself is the district council. This is the argument that we were discussing earlier. The Minister said that there is nothing to prevent the district from obtaining and passing on information. Although this is one of the things that the Minister says he prefers to have in the guidance, because he does not want to encumber the legislation with detailed prescription—again it is not clear where or why the boundary lies, but that is always the case here—presumably it would be sensible in any particular county for the county to get together with the districts and decide who is going to do what and what support they will give each other. Are the Government setting their face against that?
