Coroners and Justice Bill

I should like to make a little progress. The offence of inciting hatred on the grounds of sexual orientation has a very high threshold. It currently covers only behaviour that is threatening and intended to stir up hatred. We are returning to this issue because we believe there are no circumstances in which the right of alleged freedom of speech should justify such behaviour.
