Marine and Coastal Access Bill [HL]
My amendment is a minnow in this group. The noble Baroness said everything and more that I would have wanted to say. I had not thought about the marine gold rush that she conjured up, nor had I thought about her amendment as an incentive, a lollipop or a carrot. However, I agree with her.
