Might I try to make a helpful suggestion? When this goes out in this form, Permanent Secretaries should be reminded that they do not have a right to override the rules of the Act as well, because that has obviously been overlooked. It has resulted in a serious sanction from the Public Accounts Committee at the time. It is unfair that they are not reminded of their responsibility in this.
