Proceeding contribution from Lord James of Blackheath (Conservative) in the House of Lords on Wednesday, 25 February 2009. It occurred during Debates on delegated legislation on Government Resources and Accounts Act 2000 (Audit of Non-profit-making Companies) Order 2009.

Government Resources and Accounts Act 2000 (Audit of Non-profit-making Companies) Order 2009

Might I try to make a helpful suggestion? When this goes out in this form, Permanent Secretaries should be reminded that they do not have a right to override the rules of the Act as well, because that has obviously been overlooked. It has resulted in a serious sanction from the Public Accounts Committee at the time. It is unfair that they are not reminded of their responsibility in this.
