A quite extraordinary peace seems to have descended on the Moses Room; we may not have peace on earth, but we certainly have a temporary truce in here—until we get on to the next group of amendments. I thank the Minister for her thoughtful and comprehensive reply. I think I heard her say that the Government were going to produce a strategy report some time towards the end of this year that would also contain measures towards the curbing of the illicit trade in tobacco—if not the success rate, at least what the Government were hoping to do about it. We need reminding, too, that the report would apply only to England. Presumably Scotland, Northern Ireland and Wales would be able to produce their own strategy.
