I am all in favour of replacing the national anthem with "Jerusalem". I am not as concerned about the number of statutes that would be amended or repealed as about their centrality. We are talking about the Bill of Rights, the Act of Settlement and the Act of Union. Without proper constitutional consideration, we trespass on those at our peril. Despite the excellent steps that the Government have taken on constitutional reform, it has not been without difficulty—one need only look at the problems that have arisen in ridding the House of Lords of hereditary peers.
