The hon. Gentleman makes a fair point. I would say in response that that seems already to have happened. As a result of the hon. Member for Oxford, West and Abingdon tabling the Bill, it appears—if we believe what we read in the Daily Mail, which I always do because it is a fine paper—that the Government will do as the Bill proposes. In that sense, the job that the hon. Member for North Southwark and Bermondsey (Simon Hughes) mentioned has been done. The Government have, it seems, moved.
