Proceeding contribution from Lord Davies of Oldham (Labour) in the House of Lords on Monday, 30 March 2009. It occurred during Committee of the Whole House (HL) and Debate on bill on Marine and Coastal Access Bill [HL].

Marine and Coastal Access Bill [HL]

The noble Lord is being generous in his response to our position. I said that an order under Section 2(3A) would be "the principal means", but it is not exclusive. He is right; there may need to be other measures.
