Postal Services Bill [HL]

It is not a time of night to divide the Committee, but I am extremely tempted to do so on the question of whether the first use of the regulations should be affirmative and thereafter negative. However, this group of amendments is headed by that of the noble Lord, Lord Clarke. It will be interesting to hear what he has to say, but I would advise him that this is not the right time to divide the Committee.
