Amendment of the law

I agree—my hon. Friend is absolutely right. The priority that the Chancellor gave to those measures in a difficult Budget, where there was not much money to spend, is important. That is true of Warm Front, carbon capture and storage and a whole range of other matters. The shadow Chancellor quoted certain organisations that have expressed disappointment, but I sense a real understanding that significant progress has been made in this Budget, not only on carbon capture and storage but on a range of issues. I think not only of the additional support for offshore wind technology, but of the support from the European Investment Bank, which will get the renewables industry moving. Those measures are very important, just as grid access is.
