Finance Bill
I do not want to interrupt my hon. Friend's flow, but I wish to ask what his view is of the reports from the National Audit Office and the Audit Commission, both of which recommended that all of these off-balance-sheet items should go on balance sheet. It is my recollection that the Chancellor, as the Prime Minister then was, said it would be done under some obscure European legislation.
