Special Educational Needs and Disability (Support) Bill
My hon. Friend is as ever making a compelling case. In light of what he has just said, would he take the opportunity to reiterate that, given the in-built conflict of interest in local education authorities, there is much to be said for the argument that we have been making for some time for a clean separation of the assessment of need from the funding of provision?
