The Minister is being generous in giving way. I accept that we do not want duplication, and that, if a manufacturer is producing something that will go to different areas, co-ordination is perfectly right for that. However, that does not address the role of local authorities in relation to small restaurants in their jurisdiction. It is not applicable. In areas where there are no inspections at all, it is not a question of doing things in a co-ordinated way; it is a question of nothing at all happening in relation to smaller cases. As the hon. Member for Stafford asked, how can places be safe, if they are not being tested?
