Schedule 19: Schedule 1A to the 1949 Act Amendment 27 27: Schedule 19, page 300, line 35, at end insert— "(12) The determination of the Secretary of State must comply with the recommendation of the appointed person unless, in the opinion of the Secretary of State, there are exceptional circumstances."
