Constitutional Renewal

My Lords, I have a question for my noble friend the Chancellor of the Duchy of Lancaster about the Statement on House of Lords reform. I have a letter from the Lord Speaker on behalf of the House Committee to the Prime Minister yesterday. It mentions, ""review options for the system of financial support for Members of the House of Lords"." Transparency and accountability are clearly stated in the Statement on the reform of the House of Lords, but I also recall it being said in this House not so very long ago that House of Commons expenses cost this country £100 million a year and House of Lords expenses £17 million a year. Indeed, we have been told that it is the most inexpensive legislative body in the world. What does "reduce cost" mean?
