Welfare Reform Bill

I am extremely grateful to hear that. I should say, against my own proposal, that there is a downside to all this because the department has a policy of encouraging as many people as possible to operate their own budgets. The moment you give a voucher, that policy is in part destroyed, is it not? However, I am sure that I will not have to take this any further at the next stage of the Bill. I am very glad that the department’s thinking is still open-minded. With that, I beg leave to withdraw the amendment. Amendment 131 withdrawn. Amendment 132 not moved. Clause 18 agreed. Clause 19 agreed.
