Finance Bill
On a technical point, the first part is correct—""shall be reduced by 2 per cent. for the tax year 2010-11"," but the amendment then reads""and by a further 2 per cent."" If it said, "by 2 per cent. for subsequent years", I would understand that, but""by a further 2 per cent."" indicates to me, if I have read it correctly, a reduction in the level of duty, rather than a stabilisation of it and the reversal of the escalator only.
