I am glad that the right hon. Gentleman has raised the subject of the Heathrow plot. He is absolutely right. The reason we were prepared to vote with the official Opposition on the extension to 28 days was the evidence surrounding the investigations of that plot. If the right hon. Gentleman had arrived in the Chamber a little earlier, however, he would have heard me enumerate a number of changes—in particular, the flexibility applying to the threshold test—which provide a substantially greater toolkit for the authorities dealing with terrorism than was available to them at that time.
