My Lords, I thank both noble Lords who have spoken. I say straight away to the noble Lord, Lord Hunt, that we need to legislate urgently on this and will bring back amendments at Third Reading, which I hope to share with noble Lords in good time. We will see where we go from there. The suitable course now is for me to beg leave to withdraw the amendment. Amendment 96 withdrawn.
