Personal Care at Home Bill
I cannot stop myself from pointing out to the hon. Gentleman that Lord Lipsey was the member of the royal commission who wrote the dissenting report that the Government adopted, and that from the date it was produced until now the Liberal Democrats have been telling us that he did not know what he was talking about.
