Personal Care at Home Bill
In the light of those comments, does not my hon. Friend find it rather strange that the explanatory notes state:""The Government's view is that the Bill has little overall effect on public sector manpower and public expenditure"?" Yet here we are, talking about the resources that will be required to put through what at the moment is a flimsy, unfunded Bill. We know that the costs will be much greater than the Government are willing to admit.
