Personal Care at Home Bill
The right hon. Gentleman makes a very good point about the danger of a partial solution changing behaviour and having perverse consequences, but does he not agree that the Conservative proposal carries the same risk in that the pledge only relates to providing for the cost, through insurance, of care in residential homes? That is also a partial solution that would influence people's decisions.
