Personal Care at Home Bill
We will discuss issues to do with local authority discretion under subsequent amendments, so I will deal with that question then. I think that I have answered all hon. Members' questions. I have explained why the Bill is framed as it is and why amendments 9 and 10 are inappropriate and unnecessary. I therefore ask the hon. Member for Eddisbury to withdraw the amendment.
