A group of people with very serious needs—people with Parkinson's disease and Alzheimer's being the primary ones—are struggling at the moment, so as it was clear that we were not going to get agreement on the comprehensive package and the methods of co-payment to fund it, on which he and I agree, this Bill was necessary in the short term to address their short-term needs,.
