Digital Economy Bill [HL]
If the noble Lord, Lord Razzall, is being all inclusive he can leave the Government out, because we are not going to accept the amendment on rational grounds that have nothing to do with extraneous factors. Each copyright infringement report will identify a specific infringement of a specific copyright work by a specific IP address at a particular point in time. That IP address at that particular point in time will be expected to apply to a particular subscriber. The copyright owner has no knowledge of who that subscriber is, of course. It seems, therefore, that the definite article, rather than the indefinite, is the appropriate formulation.
