My Lords, I am grateful to the noble Lord, Lord Whitty, the noble Earl, Lord Errol, and the noble Lord, Lord Clement-Jones. I entirely agree with the noble Lord, Lord Whitty, that it is not the wording that matters, it is the issue. I am grateful to the Minister for his helpful response.
