My Lords, I am very grateful to the noble Lord, Lord Razzall, and the noble Earl, Lord Erroll, for their support. As the noble Lord, Lord Razzall, says, the ISP is simply a conduit. I am grateful to the Minister for his response, which is rather as the noble Lord, Lord Razzall, anticipated. I am sure that we will all need to give this some more thought.
